On Gilchrist (and across the island), the dumping is quite regular. As soon as contractors get what is in the middle, it seems to get filled up again. Here, we got a dump of a wicker living room set, and some sheets, just left on top. Again, the rule on the island (and in Florida) is that hurricane debris must go on the public right of way nearest to your house, not down in the public sphere, or median.
