Is blockage of the Promenade a sign of sociopolitical entropy? It appears to be so.

To the Editor: If no permit is required to place rocks on the Promenade, is it fair to assume that no permit is required to rearrange said rocks? Perhaps in a way which makes it easier for people to walk by? Yours, Bernard Kerrison Boca Grande
