Paving for Pioneer Trail, revisions to building height definitions on Jan. 27

The agenda for Charlotte County’s Jan. 27, 2026, Regular and Land Use Meeting includes a change order regarding the Rotonda West/Pioneer Trail Annual Paving Program, which includes extending the contract with Ajax Paving, Inc., by 120 days, with a $555,932 budget adjustment. Funding is provided from Rotonda West Street and Drainage MSBU assessments.
Also on the regular agenda are discussion and direction on several other items, including priorities for Phase 2 of the William R. Gaines Jr. Veterans Memorial Park, options for the Cultural Center of Charlotte County located off Harbor Boulevard and an update on the 2026 Sales Tax Process.
For the Land Use meeting, items on the consent agenda involve actions regarding developments mainly located within Commission Districts I and II, including Babcock Ranch.
Public Hearings scheduled for the Land Use portion include:
•“PD-25-11, Major Modification to West Port PD” regarding proposed changes within that development off El Jobean Road to “add 206 multi-family units and concurrently reduce the regional commercial entitlements as well as provide flexibility for commercial development instead of 50,000 square feet for medical offices. The proposed additional multi-family units will be located to the northeast of the subject property, which is already designated for regional commercial or residential development.”
•“TLDR-25-05, Revisions to Section 3-9-91. Accessory Use – Farmers’ Market” regarding a proposed county-wide ordinance changing Section 3-9-91 of the county code to allow farmers markets in any zoning districts, not just those currently listed. The proposed changes are intended to “increase the opportunity for local farmers and residents to sell agricultural and organic products, arts and crafts, or other similar goods,” according to supporting documents.
•“TLDR-25-03, Revisions to Section 3-9-2; Rules of Construction; Definition and Section 3-9-50, Manasota and Sandpiper Key Zoning District Overlay” regarding a proposed county-wide ordinance to revise the definition of “Building, height of” and to add the new definition of “Design Flood Elevation” and “Freeboard” to promote resilience in Charlotte County. It also seeks to amend the definition of “Freeboard” as established in Section 3-9-50; Manasota and Sandpiper Key Zoning District Overlay.
