Boca Grande parking suit moved to Nov. 20

October 29, 2026
By Staff Report

The Boca Grande parking case Mark Hoogendoorn v. Lee County is now rescheduled for Nov. 20, 2026 with Judge Kyle S. Cohen.

It is a lawsuit challenging Lee County’s permit-only beach parking restrictions in Boca Grande asking for “nonmonetary declaratory or injunctive relief.” The pro se plaintiff is Placida resident Mark Hoogendoorn, who has taken on his own personal crusade to challenge the Boca Grande parking ordinance. It is case 26-CA-004154; details and filings are at leeclerk.org.

The disagreement is about the county’s definition of the areas as parks. The defendant contends that the portions used for parking are outside the area of the parks, and how ordinances affect the park usage.

Assistant County Attorney Robert Holborn will represent the county. Below is the Zoom information from the Notice of Hearing.
